Imelda, Zamboanga Sibugay | June 24, 2025 — The Imelda District Jail, under the leadership of JSINSP Joseph Rey M. Lendio, Acting Jail Warden, proudly celebrated a significant milestone in rehabilitation and personal growth — the graduation of twenty-five (25) Persons Deprived of Liberty (PDL) who successfully completed the 25-day Electrical Installation and Maintenance (EIM NC II) Training.
This milestone event symbolizes hope, transformation, and empowerment — a testament that education and skills development can indeed pave the way toward second chances. The program was implemented through a strong collaboration between the Bureau of Jail Management and Penology (BJMP) and the Technical Education and Skills Development Authority (TESDA) – Provincial Training Center, Zamboanga Sibugay (PTC-ZS), reflecting a shared commitment to rehabilitation through education and livelihood opportunities.
The EIM NC II Training aimed to equip participating PDLs with practical and employable skills in electrical installation, maintenance, and safety — competencies that can open doors to new livelihood opportunities after their reintegration into society. Over the span of 25 days, the trainees immersed themselves in both theory and hands-on learning, mastering topics such as wiring systems, circuit connections, electrical layout, and safety procedures under the guidance of qualified TESDA trainers.
For many participants, this training was not only a chance to learn but also an opportunity to rebuild self-esteem and regain a sense of purpose. The structured learning environment within the correctional facility provided a space for growth, discipline, and reflection — proving that rehabilitation is most effective when individuals are empowered with the tools to change their future.
JSINSP Joseph Rey M. Lendio emphasized in his remarks that rehabilitation goes beyond confinement; it is about restoring dignity, responsibility, and self-worth. He commended the graduates for their perseverance and commitment throughout the training, noting that their determination demonstrates the transformative power of education. “This program shows that even within the walls of confinement, transformation is possible. Education changes lives, and today, our graduates are living proof of that,” he said.
The success of the training program was made possible through a meaningful partnership between the Imelda District Jail and TESDA – Provincial Training Center, Zamboanga Sibugay, led by Mr. Ferdinand L. Melicor, Provincial Administrator. TESDA’s continued support to BJMP facilities across the province underscores its mission to provide inclusive, accessible, and life-changing technical education to all — including those behind bars.
During the graduation ceremony, Mr. Melicor personally handed out the certificates of completion and affirmed the competency of each graduate. In his message, he praised the participants for their hard work and expressed pride in their achievement. “TESDA believes that everyone deserves an opportunity to learn, grow, and change. These new skills are more than just technical knowledge — they are keys to a new beginning,” he shared.
This partnership is part of TESDA’s ongoing Reintegration Program, which aims to assist PDLs in rebuilding their lives through technical and vocational education. By offering NC II qualifications such as Electrical Installation and Maintenance, TESDA helps ensure that every graduate leaves not just with a certificate, but with confidence, capability, and hope.
The graduates of the EIM NC II program proudly received their certificates, symbolizing not just the completion of a course but the beginning of a new chapter. For many, this was their first formal qualification — a tangible reminder that progress and redemption are always possible.
The skills they acquired are in high demand, offering real opportunities in the construction, electrical, and maintenance sectors. Some of the graduates have expressed a desire to use their newfound knowledge to start small electrical services or assist their families’ livelihoods once reintegrated into their communities.
Moreover, the training instilled a strong sense of teamwork, discipline, and responsibility — values essential for reintegration and personal growth. As one graduate shared during the ceremony, “TESDA didn’t just teach us how to wire circuits — they helped us reconnect with our purpose.”
The Imelda District Jail’s initiative, in partnership with TESDA PTC–Zamboanga Sibugay, exemplifies how government collaboration can turn rehabilitation into real transformation. It serves as a reminder that every individual, regardless of circumstance, has the potential to change and contribute positively to society.
Through programs like this, TESDA continues to live by its mission of “Transforming Lives, Building Communities”, bringing education and opportunity to every Filipino — even to those who need a second chance.
As the ceremony closed, the graduates, trainers, and officials stood united in celebration — a collective symbol of hope and renewal. The message was clear: rehabilitation is not just about serving time, but about preparing for a better life ahead.
Empowering local learners with essential digital skills — one document and spreadsheet at a time!
In today’s digital era, being computer literate is no longer a luxury — it’s a necessity. Recognizing this, the Technical Education and Skills Development Authority (TESDA) Provincial Training Center – Zamboanga Sibugay (PTC-ZS) successfully conducted a 1-Day Community-Based Skills Training on Digital Literacy: Microsoft Word & Excel, held today, June 18, 2025, at the SB Session Hall Podium, Buug, Zamboanga Sibugay.
The training gathered participants from various walks of life — students, job seekers, office employees, and small business owners — all eager to enhance their digital competencies. The session aimed to make learning practical, interactive, and inclusive, ensuring that everyone could benefit regardless of their prior computer experience.
The one-day workshop was facilitated by Trainer Ronald Alvarez, a passionate and experienced TVET instructor known for his clear, approachable teaching style. From learning how to craft well-formatted documents to mastering formulas that simplify data processing, the session covered everything a digital beginner needs to start confidently using productivity software. The atmosphere was vibrant, collaborative, and fun — filled with questions, laughter, and genuine “aha!” moments as participants discovered how technology can make everyday tasks easier and more efficient.
Trainer Alvarez patiently demonstrated each lesson step-by-step, ensuring participants could follow along on their computers. He emphasized practical applications — how these skills could be used not only for school or office work but also for personal and business needs.
In the Microsoft Word module, participants learned how to create and format professional documents from scratch. Topics included:
Setting up page layouts, margins, and styles for a clean presentation
Inserting tables, images, headers, footers, and citations to enrich content
Applying design tools to enhance readability and visual appeal
Writing and formatting official letters, reports, and flyers
The participants were especially excited about creating event programs and paper tarpaulins — proving that even creative outputs can be produced using Word with the right techniques! By the end of the session, everyone was able to produce polished documents ready for school, business, or community use.
The second part of the training focused on Microsoft Excel, where participants were introduced to the power of spreadsheets for organizing information and making data-driven decisions. Topics covered included:
Understanding Excel’s interface and mastering cell management
Using basic and advanced formulas such as SUM, IF, VLOOKUP, HLOOKUP, and more
Applying conditional formatting, sorting, and data validation for better accuracy
Creating simple charts and reports for financial planning, budgeting, and administrative work
Participants were amazed at how Excel could simplify tasks like household budgeting, attendance tracking, and business record-keeping. Trainer Alvarez explained that Excel is not just for accountants or engineers — it’s a universal tool for anyone who wants to stay organized and efficient.
In a world that’s rapidly shifting toward digitalization, computer literacy has become a gateway to opportunity. Knowing how to use Microsoft Word and Excel is now a fundamental requirement for employment, education, and entrepreneurship. Through this training, TESDA PTC-ZS continues to bridge the digital divide, helping communities adapt to technological change and thrive in a modern workforce.
By the end of the session, participants not only gained new skills but also newfound confidence. For many, this was their first time using Microsoft Office tools — and the sense of accomplishment was truly inspiring.
What made this session truly special was the friendly, interactive environment created by both trainer and participants. It wasn’t just a lecture — it was a shared experience. Learners helped one another, exchanged ideas, and built connections that extended beyond the training room.
Participants appreciated the hands-on approach, real-time assistance, and flexible pacing that allowed everyone to learn at their own speed. The training also fostered a sense of community — uniting people with different backgrounds but one common goal: to learn, grow, and succeed in a digital world.
This initiative is part of TESDA PTC–Zamboanga Sibugay’s ongoing mission to provide accessible, relevant, and hands-on learning opportunities for every Sibugaynon. Through community-based programs like this, TESDA continues to bring education closer to the people — helping them become job-ready and future-ready, one skill at a time.
As technology continues to evolve, so does TESDA’s commitment to ensure no one is left behind. With each training, participants move one step closer to a brighter future powered by knowledge, confidence, and opportunity.
The Technical Education and Skills Development Authority (TESDA) Provincial Training Center – Zamboanga Sibugay (PTC-ZS) successfully conducted another round of 1-Day Community-Based Skills Training programs across different barangays, bringing practical and livelihood-oriented learning opportunities closer to the people.
These simultaneous trainings were designed to empower communities through skills development, enabling participants to acquire knowledge they can use to start small businesses, enhance employability, or pursue further training in their chosen fields. Each activity was tailored to the needs and interests of the respective barangays—reflecting TESDA’s commitment to inclusive, localized, and relevant training delivery.
In Barangay Talairan, participants immersed themselves in the art of Table Skirting and Table Napkin Folding—skills that combine creativity, precision, and aesthetic sense. Under the guidance of Trainer Marylyn Tayan, the trainees learned how to transform simple tables into elegant displays suitable for formal gatherings, weddings, and community events.
The session was more than just about design—it was about opportunity. Many of the participants, particularly homemakers and youth, discovered how these skills could open doors to event decoration and styling services, an increasingly in-demand field in local communities. By mastering techniques that enhance presentation and ambiance, participants gained valuable expertise that could lead to small enterprises or employment in hospitality-related ventures.
Trainer Tayan emphasized that creativity, patience, and attention to detail are key traits that can turn such simple skills into sources of income. Participants proudly displayed their works at the end of the training, showcasing beautifully folded napkins and stylishly draped tables that reflected both skill and passion.
Meanwhile, in Barangay Labrador, aspiring electricians took part in the Basic Electrical Wiring Works training facilitated by Trainer Dhelmer Diadula. This hands-on session aimed to equip participants with foundational knowledge in electrical safety, circuit connections, and household wiring.
Throughout the day, trainees learned how to properly use tools such as pliers, testers, and wire cutters. They also practiced installing simple lighting and outlet systems under close supervision, ensuring that every participant understood the importance of safety and accuracy in electrical work.
For many attendees, it was their first time handling electrical tools, but by the end of the session, they gained confidence in performing basic tasks essential for home maintenance or future employment. Trainer Diadula encouraged them to consider further TESDA certifications in Electrical Installation and Maintenance (EIM)—a nationally recognized qualification that opens the door to both local and overseas opportunities.
This training highlighted TESDA’s vital role in developing technical skills that power homes, industries, and livelihoods, creating a ripple effect of empowerment across communities.
In Barangay Datu Panas, the day was filled with the sweet aroma of freshly made Special Binangkal, a beloved local snack made from fried dough and sesame seeds. The training, led by Trainer Jed Daclan, focused on Special Binangkal Making, teaching participants the techniques and ingredients needed to produce consistent, marketable products.
The session emphasized both culinary skill and entrepreneurship. Participants learned not only how to prepare the snack but also how to improve its quality, extend its shelf life, and calculate pricing for small-scale selling. By the end of the training, many participants expressed enthusiasm about starting home-based food ventures or joining community markets to sell their products.
Trainer Daclan reminded participants that small beginnings often lead to sustainable income when paired with perseverance and creativity. The Binangkal training served as a reminder that local delicacies are not only part of the province’s culture—but also powerful tools for livelihood and empowerment.
These three simultaneous 1-day trainings were made possible through the dedicated efforts of TESDA PTC–Zamboanga Sibugay and its committed trainers—Marylyn Tayan, Jed Daclan, and Dhelmer Diadula—whose expertise and passion for service continue to uplift communities across the province.
Through Community-Based Training (CBT) programs like these, TESDA ensures that education is not confined to classrooms or cities but reaches even the most remote barangays. Each training session, no matter how short, leaves a lasting impact by giving participants the confidence and skills to improve their lives.
TESDA PTC–Zamboanga Sibugay remains steadfast in its mission to transform lives through skills development, helping individuals turn knowledge into income and passion into purpose. On February 20, 2025, the Technical Education and Skills Development Authority (TESDA) Provincial Training Center – Zamboanga Sibugay (PTC-ZS) proudly joined the Information and Service Caravan on Child Labor Prevention and Elimination, an important initiative organized by the Department of Labor and Employment (DOLE) as part of the 24th Araw ng Zamboanga Sibugay celebration. 🎉
Held at the Provincial Capitol Atrium in Ipil Heights, this event gathered various national government agencies, local offices, and community stakeholders with a shared mission — to raise awareness, extend essential public services, and empower Sibugaynons through education, advocacy, and livelihood opportunities. The event was one of the highlights of the province’s founding anniversary, emphasizing collaboration and community development.
The Information and Service Caravan focused on one of society’s most pressing issues — child labor. DOLE, together with partner agencies, aims to promote the welfare of children and families by addressing the root causes of child labor, such as poverty and lack of access to education and livelihood. Through this initiative, families are introduced to sustainable livelihood programs and social protection services that reduce children’s vulnerability to exploitative work.
TESDA PTC-Zamboanga Sibugay’s active participation underscores its continuing commitment to this mission. By offering skills training and livelihood demonstrations, TESDA provides families with opportunities to earn income through productive and decent work — a key step in preventing child labor. Empowering parents and guardians with employable skills ensures that children can stay in school and grow in safe, nurturing environments.
During the caravan, TESDA PTC-ZS showcased several Community-Based Training (CBT) programs designed to equip participants with practical skills they can immediately use for livelihood. These included:
✅ Siomai Making – A hands-on session where participants learned the basics of preparing and marketing siomai, a popular and profitable food product. The training aimed to inspire small-scale entrepreneurship by providing both knowledge and motivation to start a food business, whether from home or in local markets.
✅ Technical Training – TESDA instructors conducted hands-on demonstrations using tools such as the Vernier Caliper and Push-Pull Scale, introducing participants to precision measurement and basic technical skills. These sessions are vital for developing competencies applicable to mechanical and industrial work — fields that continue to offer stable employment opportunities locally and abroad.
✅ On-Site TESDA Program Registration – To make training opportunities more accessible, TESDA also set up a registration booth on-site. Attendees were able to inquire about ongoing scholarship programs, available short courses, and qualifications they could pursue. This service ensures that interested individuals can take the next step toward a brighter and more secure future.
TESDA’s participation in the event perfectly embodies its vision of “Transforming Lives through Technical Education and Skills Development.” By bringing its programs directly to communities, the agency ensures that opportunities for learning and livelihood are accessible to everyone — especially those in remote or underserved areas.
Through these community-based initiatives, TESDA continues to support the national agenda of inclusive growth. Skills development empowers individuals to build sustainable livelihoods, promotes local entrepreneurship, and strengthens families — all key components in the long-term fight against poverty and child labor.
TESDA PTC–Zamboanga Sibugay’s involvement in the caravan is part of its ongoing collaboration with various government and private partners. By working hand in hand with agencies like DOLE, the Provincial Government of Zamboanga Sibugay, and other local organizations, TESDA reinforces its role as a vital partner in community development and nation-building.
“Empowerment begins with education and skills,” shared one of the TESDA trainers during the event. “When we equip people with the right tools and knowledge, we don’t just provide them with jobs — we help them build better lives for their families.”
The event was filled with positive energy and enthusiasm, as participants actively engaged in the demonstrations and expressed appreciation for the free learning opportunities. Parents, youth, and community members walked away not only with new skills but also with renewed hope for a better future.
